General Secretary, President To Lam and Indian Prime Minister Witness Exchange of Viet Nam–India Cooperation Documents

On May 6, General Secretary of the Communist Party of Viet Nam Central Committee, President of the Socialist Republic of Viet Nam To Lam and Prime Minister of the Republic of India Narendra Modi jointly witnessed the exchange of cooperation documents between ministries and agencies of the two countries.

The cooperation documents include:

  • A Memorandum of Understanding between the Ministry of Science and Technology of Viet Nam and the Ministry of Electronics and Information Technology of India on cooperation in the field of digital technology.
  • A Memorandum of Understanding between the Drug Administration of Viet Nam under the Ministry of Health of the Socialist Republic of Viet Nam and the Central Drugs Standard Control Organization under the Ministry of Health and Family Welfare of the Republic of India on cooperation in pharmaceutical product regulation.

  • The Viet Nam–India Cultural Cooperation Programme for the period 2026–2030.
  • A Memorandum of Understanding between the Ministry of Culture, Sports and Tourism of Viet Nam and the Ministry of Tourism of India on tourism cooperation.

  • A Memorandum of Understanding on the establishment of friendly and cooperative relations between Ho Chi Minh City of the Socialist Republic of Viet Nam and the Government of Mumbai City of the Republic of India
  • A Memorandum of Understanding between the State Audit Office of Viet Nam and the Comptroller and Auditor General of India on cooperation in the field of public sector auditing.

  • A Memorandum of Understanding between the State Bank of Viet Nam and the Reserve Bank of India on cooperation in payment systems and digital payment innovation.
  • A Memorandum of Understanding between the Ho Chi Minh National Academy of Politics and Nalanda University.

  • A Memorandum of Understanding between the Indian Council for Cultural Relations and the University of Social Sciences and Humanities under Vietnam National University, Hanoi on the establishment of a Chair of Indian Studies.
  • A Memorandum of Understanding between the Indian Council for Cultural Relations and The University of Danang on the establishment of a Chair of Indian Studies.

  • A cooperation agreement on bilateral retail payment connectivity through QR codes between Viet Nam and India via linkage between the National Payment Corporation of Viet Nam and NPCI International Payments Limited of India.
  • A Memorandum of Understanding between the Vietnam Rare Earth Technology Institute and Indian Rare Earths Limited (IREL).

  • A Memorandum of Understanding between the Indian Knowledge Systems Division under the Ministry of Culture of India and the University of Social Sciences and Humanities under Vietnam National University Ho Chi Minh City on cooperation under the Indian Knowledge Systems initiative (Gyan Bharatam).

Over the years, Viet Nam–India relations have developed steadily and consistently, becoming increasingly substantive and comprehensive. In particular, the establishment of the Viet Nam–India Comprehensive Strategic Partnership in 2016 marked a qualitative advancement in bilateral ties.

Economic and trade cooperation has grown strongly, with bilateral trade reaching approximately USD 15–16 billion annually in recent years. India is currently among Viet Nam’s top ten trading partners. Two-way investment continues to expand with nearly 500 projects, while substantial potential remains for further breakthroughs in bilateral cooperation.

In particular, Viet Nam and India are rapidly expanding cooperation into new areas such as science and technology, innovation, digital transformation, artificial intelligence, clean energy, and satellite data. In addition, cultural exchanges and people-to-people ties between the two countries are also witnessing strong growth.
