After arriving in New Delhi, on the evening of May 5 (local time), General Secretary of the Communist Party of Viet Nam Central Committee, President of the Socialist Republic of Viet Nam To Lam, together with the high-level Vietnamese delegation, met with officials and staff of the Embassy of Viet Nam and members of the Vietnamese community in India.

On behalf of the Embassy of Viet Nam and the Vietnamese community living, studying, and working in India, Ambassador Nguyen Thanh Hai expressed his joy and honor in welcoming General Secretary, President To Lam and the high-level Vietnamese delegation.

Ambassador Nguyen Thanh Hai noted that the Vietnamese community in India remains united and closely connected, enjoys the respect of local authorities and people, complies well with local laws, preserves the positive image of Vietnamese people, and always looks toward the homeland. The community actively preserves the Vietnamese language and national cultural identity, supports one another, and assists people in Viet Nam during times of natural disasters and hardship. The Embassy has consistently paid close attention to supporting the community in all aspects.
The Ambassador emphasized that the community closely follows developments in Viet Nam, takes pride in the country’s rising international standing, and believes that this visit by General Secretary, President To Lam and the high-level Vietnamese delegation will open a new chapter in relations between the two countries and further deepen the Viet Nam–India Comprehensive Strategic Partnership in a more substantive and effective manner.

Addressing Embassy staff and representatives of the Vietnamese community in India, General Secretary, President To Lam highly appreciated and commended the Embassy, representative agencies, and the Vietnamese community in India for their close coordination in organizing the visit in a comprehensive and thoughtful manner, with many practical activities demonstrating responsibility, professionalism, and dedication to the external affairs mission of the Party and the State.

General Secretary, President To Lam expressed satisfaction at seeing the Vietnamese community in India becoming increasingly mature, united, and well integrated, while making substantial contributions to bilateral ties. He highlighted the great potential of Vietnamese intellectuals, students, and Buddhist monks and nuns studying in India, noting that they are being trained in a favorable academic environment with access to advanced knowledge and fields in which India has strengths. Relations between the community and local authorities and people continue to develop positively.

Sharing key developments in Viet Nam, General Secretary, President To Lam said that the Party, State, ministries, sectors, and localities have been making determined and coordinated efforts to ensure three major objectives: maintaining political stability, promoting socio-economic development, and improving people’s living standards in all aspects. Viet Nam continues to focus on institutional reform, growth model innovation, and placing science, technology, innovation, and digital transformation at the center of development, while strongly promoting human resources and building an independent, self-reliant economy integrated deeply and effectively into the global economy. He reaffirmed that Viet Nam’s foreign policy remains consistent: independence, self-reliance, diversification and multilateralization of external relations, proactive and comprehensive international integration, and being a friend, trusted partner, and responsible member of the international community.
Regarding Viet Nam–India relations, General Secretary, President To Lam emphasized that during the visit, the delegation would carry out a wide range of meaningful activities aimed at deepening political trust, expanding substantive cooperation, and creating new momentum for bilateral ties. He noted that the two countries possess significant cooperation potential across many sectors and share important cultural similarities that provide a strong foundation for people-to-people exchanges, greater mutual understanding, and expanded cooperation based on the strengths and advantages of each side.
General Secretary, President To Lam requested the Embassy and Vietnamese representative agencies in India to continue promoting solidarity, responsibility, innovation, and creativity, and to effectively implement the Party’s foreign policy.
In a warm and friendly atmosphere, General Secretary, President To Lam reaffirmed that the Party and State always pay close attention to overseas Vietnamese communities, considering them an inseparable part and an important resource of the nation.
He expressed pleasure at seeing the Vietnamese community in India becoming increasingly mature, united, and well integrated, while making practical contributions to bilateral relations. He encouraged the community to remain united and strong, continue looking toward the homeland, and contribute to strengthening the enduring friendship between Viet Nam and India.
General Secretary, President To Lam also encouraged Vietnamese intellectuals and students in India to continue their studies and research, actively connect with institutions in Viet Nam, participate in knowledge networks, transfer technology, and propose initiatives that contribute to national development.
The Vietnamese business community and workers were encouraged to continue promoting dynamism and creativity, make good use of economic cooperation opportunities between the two countries, and contribute to connecting markets, promoting trade and investment, and strengthening supply chains.
General Secretary, President To Lam stressed that every Vietnamese citizen in India serves as a “people’s ambassador,” helping spread the image of Viet Nam and its people, preserving Vietnamese cultural identity and language, nurturing love for the homeland among younger generations, while actively integrating into local society and respecting local laws and culture.

He noted that Viet Nam–India families should continue serving as “living bridges” where the two cultures meet, interact, and flourish sustainably. Associations and organizations were encouraged to strengthen their structure and continue fostering community connections while remaining oriented toward the homeland.
