FOR FOREIGNERS:
On August 14, 2023, the Viet Nam Government issued Resolution No. 128/NQ-CP amending Resolution No. 32/NQ-CP dated March 15, 2022 on visa exemption for citizens of several countries. Specifically, Resolution No. 128/NQ-CP amends Article 1 of Resolution No. 32/NQ-CP dated March 15, 2022 as follows:
Visa requirements are exempted for citizens of the following countries: Federal Republic of Germany, Republic of France, Republic of Italy, Kingdom of Spain, United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway, Republic of Finland and Republic of Belarus with a temporary residence duration of 45 days from the date of entry, regardless of passport type, purpose of entry, provided that all entry conditions according to Vietnamese law are met.
Thus, the temporary residence duration for citizens of the above countries will be increased from 15 days to 45 days.
Resolution No. 128/NQ-CP takes effect from August 15, 2023.
FOR VIETNAMESE OVERSEAS:
I. Eligibility
– Vietnamese people residing overseas.
– Spouses and children of Vietnamese citizens or of Vietnamese people residing overseas.
– Having a passport of at least 1 year of validity.
II. Ineligibility
– Those who do not meet the requirements for a visa exemption certificate
– Those who fall into the cases subject to suspension from entry and exit stipulated in Article 21 and Article 28 of the Law on Entry, Exit, Transit, and Residence of foreigners in Viet Nam.
III. For Vietnamese people residing in India/Nepal/Bhutan
You are required to submit the application in person to the Embassy. If you are unable to come in person, the documents can be sent via Registered Mail Restricted Delivery service or you can authorize a third party to submit the applications on your behalf, except for parents applying for their children. Children under 14 years old are not required to come in person.
The following documents are required to be submitted:
(1) One completed application form with a recent photo
You have to fill online application form at http://mienthithucvk.mofa.gov.vn, then print it out and sign. The printed application must be fully completed with a visible barcode. Please be noted this is a compulsory requirement. If the application is either uncompleted or without a barcode, you must re-register.
You provide the information required by Item 12 of the form only when your children are listed in your passport.
Children who have their own passports must submit separate forms, not registering in parents’ or guardians’ forms.
(2) One recent passport photograph (size 4×6, with white background, direct look, without sunglasses or headwear).
(3) Applicant’s India/Nepal/Bhutan passport (at least 1 year of validity) and a copy of the passport’s page (the page showing personal detail).
(4) Original and a copy of one of the following Vietnamese papers proving the applicant’s Vietnamese citizenship:
– A certificate of o Vietnamese citizenship.
– A copy or excerpt of the Decision for Recovery of Vietnamese citizenship.
– A copy or excerpt of the Decision for Renunciation of Vietnamese citizenship.
– Certificate of Lost of Vietnamese citizenship.
– A Vietnamese passport (valid or invalid)
– An Identity Card (valid or invalid)
– A Birth Certificate.
– The latest voter’s card
– A Family Register Book
– A travel document issued before 1975
– An Identity Card issued before 1975
– An Excerpt from the Birth Register issued before 1975
– Documents issued by competent foreign authorities if they can prove that the person in question has original Vietnamese citizenship or is of Vietnamese origin
(5) If you send the documents by post or authorize a third party to submit your documents, the documents must be certified by a Notary Public (if the originals are not attached).
IV. For a foreigner who is a spouse or child of Vietnamese overseas or Vietnamese citizens
You are required to submit the application in person to the Embassy. If you are unable to come in person, the documents can be sent via Registered Mail Restricted Delivery service or you can authorize a third party to submit the applications on your behalf, except for parents applying for their children. Children under 14 years old are not required to come in person.
The following documents are required to submit:
(1) One completed application form with a recent photo

(4) Original and a copy of one of the following papers proving the applicant is a spouse or child of Vietnamese citizens or overseas Vietnamese namely birth certificate or marriage certificate and Vietnamese passport/birth certificate/ID of the applicant’s spouse or parents. If the documents were issued by India/Nepal/Bhutan authorities, they must be legalized by the Notary Public.
(5) If you send the documents by post or authorize a third party to submit your documents, the documents must be certified by a Notary Public (if the originals are not attached).
V. Validity
– Visa exemption certificate shall be valid for up to 05 years and expires at least 6 months before the expiry of the applicant’s passport.
